E-invoices in Germany: the rules
Mandatory since 2025
Since 1 January 2025, all businesses in Germany must be able to receive e-invoices. Transition periods apply to sending: until the end of 2026, invoices may still be sent on paper or as PDF, and until the end of 2027 for businesses with a prior-year turnover of up to 800,000 euros. From 2028, e-invoices between domestic businesses are mandatory.
XRechnung and ZUGFeRD
An e-invoice is a structured data set under the EN 16931 standard. XRechnung is pure XML in UBL or CII syntax and is required for invoices to public authorities. ZUGFeRD and Factur-X combine a readable PDF with embedded XML. The MINIMUM and BASIC WL profiles contain no line items and are not sufficient as an e-invoice in Germany.
Why you need a viewer
An XRechnung contains no invoice image. Opening the file only shows XML code. This tool displays the invoice in a readable form, shows attachments and checks the key rules – without the file leaving your device.

How do I open an XRechnung?
Drop the XML file into the box above. The tool shows the invoice in readable form right away. Nothing needs to be installed.
Which formats are supported?
XRechnung in UBL and CII syntax, ZUGFeRD 2.0 or later and Factur-X as PDF with embedded XML, as well as Peppol invoices. ZUGFeRD 1.0 is not supported.
Are my invoices uploaded?
No. The file is read entirely in your browser. It never leaves your device.
Can I save the invoice as PDF?
Yes. Use "Print or save as PDF" to print the view or save it as PDF with your browser's print function.
Is a regular PDF invoice an e-invoice?
No. An e-invoice contains structured data under the EN 16931 standard. A PDF without embedded XML counts as an other invoice.
